In your opinion, what is the best time for documenting paranormal activity is?

It strictly depends on the activity you are looking at or documenting. If you mean ghosts, many "experts" will have the public believe you are only able to document "hauntings" at night. In my experience this is not true, for many reasons; however it is easier to capture some "ghostly" images at night due to lighting. If you are asking about energy work, psychic studies, or similar, any time of the day or evening is sufficient. As for cryptozoology, it highly depends on the animal’s lifestyle and habitat.
